Shri Tulasi Ram Kesharwani S/o. Shri Mahabir Prasad Kesharwani was born on 07th
July 1930 in Mirzapur city, Uttar Pradesh. He had his initial education in different
schools of the city. After passing Intermediate examination he shifted to Allahabad
for higher studies, where he obtained degrees of Bachelor of Arts (B.A.), Master
of Arts (M.A.) and Bachelor of Laws (L.L.B.) from Allahabad University. He obtained
First Class First position in M.A. Economics examination in the university. He also
obtained First Class in LLB.
Incidentally, at that time he was the first graduate
from Mirzapur which has thousands of Kesarwanis.
Shri Tulsi Kesharwani wanted to join the legal profession in Mirzapur city court
but after seeing the overall atmosphere in the court, he decided to join the Government
Service. He was selected to work in the Finance Commission, New Delhi. After working
for a year in the Finance Commission he joined the Planning commission, New Delhi.
After selection by the UPSC he was inducted in the Indian Economic Service (IES)
which had just then been formed. Under a Ford Foundation fellowship, he went to
USA and studied Transportation Economics in the world famous Transportation Centre
in the Northwestern University, Evanston, Illinois.
After working for about 18 years in the Planning Commission, his services were requisitioned
by the newly constituted International Airports Authority of India (IAAI) as head
of the Commercial Department. There, he was instrumental in raising the profits
of IAAI several folds. While working in IAAI he participated in many international
conferences and presented papers. He chaired an important silver jubilee international
conference on airports in France attended by over 800 delegates from all over the
world. He was also appointed as Secretary of International Civil Airports Association.
In 1988 he retired from IAAI as Member (Finance & Administration). On several
occasions he officiated as Chairman, IAAI.
Although he retired over 20 years ago, he has remained professionally active till
date. Apart from several short term consultancy works within India he has worked
as a consultant/adviser on behalf of the International Civil Aviation Organization
(ICAO), a specialized agency of the United Nations to over 30 countries in Asia,
Africa, Middle East, Europe, North America, South America and Pacific. At ICAO Headquarters,
Montreal, Canada he prepared a report on Privatization of Airports and Air Navigation
Services, which became guidelines for all countries of the world on the subject
of airport privatization. For over six months, in 2000-01 he was appointed the Regional
Air Transport Officer in ICAO Office in Bangkok, Thailand. In connection with the
privatization of airports in India, he worked as Privatisation Adviser to the Government
of India and the Airports Authority of India.
He has traveled to over 60 countries.
Recently in August 2008 he worked as an ICAO (UN) expert to review the plans prepared
by CIDCO and their Consultants from USA for a new international airport in Navi
Mumbai. In 2006 he worked as ICAO (UN) expert to review the air traffic forecasts
prepared by UK Consultants for Delhi Airport.
He has published over sixty articles in national and international journals and
also presented papers in several international conferences. He has published two
books on airports. Currently he is Director (Aviation) in Asian Institute of Transport
Development.
Lastly, during seventies he played an active role in establishing Kesarwani Vaishya
Sabha, Delhi and became its president in initial years of its formation.

30 countries on behalf of United Nations in the field of airports and airlines economics
and finance. The countries included, Afghanistan, Australia, Bangladesh, Brazil,
Cambodia, Canada, Ethiopia, Fiji, Guatemala, Georgia, India, Indonesia, Jordan,
Kenya, Laos, Le Sotho, Liberia, Macau, Mozambique, Nigeria, Nepal, New Zealand,
Philippines, Somalia, Sri Lanka, Swaziland, Tanzania, Thailand, Uganda, Vietnam
and Zambia. (In some countries I worked on more than one project). It is a world
record.
